José Adán Gutiérrez is responsible for overall LATAM management and corporate strategy. He has over 40 years of experience in the military, civilian, and private sectors and is an expert in executive management, corporate strategy, business development, business operations, and program management.
Mr. Gutiérrez is fluent in Spanish and possesses extensive intelligence, joint and interagency law enforcement coordination, port security, and diplomatic experience in the Caribbean, Mexico, Central America, and South America. Mr. Gutierrez also has over twenty years of experience as a Naval Intelligence Officer, occupying sensitive US National Security positions at various levels of responsibility and leadership at the tactical, operational, and strategic levels.
Before joining Rafael Marrero & Company as a Senior Principal Consultant, Mr. Gutiérrez held senior-level positions at global technology companies, including Vice President (USSOUTHCOM and Latin America) at SAIC, Vice President (Latin America Programs) at Mission Essential, and General Manager at INDETEC.
Mr. Gutiérrez holds a Master of Arts Degree (National Security and Strategic Studies) from the Naval War College, a Master of Arts Degree (Spanish and Latin American Studies) from New York University in Spain, and a BA (Spanish and Latin American Studies) from the University of Texas at El Paso.

Grethel Delgado, MSc.

Grethel Delgado is a writer and journalist. She has a bachelor’s degree in playwriting from the Instituto Superior de Arte (Cuba), and a master’s in mass communications from Florida International University.

Ms. Delgado was an artist-in-residence at the Antonio Gala Foundation, Spain (2013-2014) and a writer-in-residence at The Writer’s Room (Betsy Hotel, Miami, 2021.) She has published the following books: “1987,” “Mariposas,” “Mi familia ideal,” “Necesidad de los cultos,” and “No me hablen de Cuba.” She won the XVII Theater Award from the University of La Laguna (2014) and the Calendar Literary Award (2012), among other accolades.


Engineer | Design-Build Professional | Program Manager

Yajaira Morphonios, BSCE, EIT, DBIA member, boasts an extensive career in various leadership positions within both the private and public sectors of the construction industry. She brings a robust skill set to her work, with strengths encompassing program management, federal regulations compliance, master scheduling, cashflow forecasting, risk analysis, change management, and contracts management, among others.

In 2013, she assumed the role of Contracts Manager for the Ohio River Bridges East End project in Louisville, Kentucky, a massive $1.2 billion construction endeavor. This project was executed as a Public-Private Partnership (PPP), employing the design-build-finance-operate-maintain (DBFOM) concession model.

Subsequently, Ms. Morphonios served as the Capital Programs Controls Manager for a utility company based in Louisville, where she oversaw the ambitious $4.2 billion 20-year Facility Plan spanning Jefferson, Oldham, and Bullitt County.

Presently, Ms. Morphonios is actively contributing to Puerto Rico’s disaster relief efforts. She offers her expertise in program management consulting services to both the PR Sports and Recreation Department, engaged in a $94.1 million program for reconstruction of sports and recreational facilities, and the PR Public Housing Authority, which is undertaking a substantial $2 billion program for exterior improvements to public housing.

Jonathan Serrano is a gifted business development and government (B2G) sales training professional with almost 20 years of hands-on experience in the public and private sectors. He is also a proud, decorated U.S. military veteran, having served with distinction as an infantryman and U.S. Army Airborne Ranger.  Serrano has held management consulting and public administration positions, where he was responsible for various public schools with an annual budget of more than $80 million.

Since 2015, Serrano has been a consultant with Rafael Marrero & Company and has acquired tremendous B2G and B2B experience across our firm’s professional services. These include but are not limited to, SBA certifications, small business socio-economic certifications (MBE/WBE/DBE/Veteran-owned), GSA schedules, proposal writing, grant writing, government sales training, and marketing to aid small businesses scale and diversify their client revenues by entering the lucrative state, local, and federal government contracting fields.
